It mentions that "in accordance with the principle of "battery swapping cabinets as the mainstay, charging piles as supplements", we will comprehensively promote the implementation of shared battery swap mode in takeaway, express delivery and other industries, standardize the transformation of existing centralized charging (swapping) facilities, and encourage and guide the promotion of the new model of "replacement charging" of electric bicycles in residential areas. ”

In addition to the "Administrative Measures for the Construction and Operation of Electric Bicycle Charging (Swapping) Facilities in Nanjing (Trial)" (draft for comments) issued this time, the "Several Policies and Measures to Support the High-quality Development of New Energy and Intelligent Connected Vehicle Industry" issued by Sichuan Province also clearly proposed to accelerate the construction of fast charging and battery swapping infrastructure in intercity expressways, install charging infrastructure in public parking lots, and promote the transformation of comprehensive energy stations at refueling and gas stations.

The Fujian Provincial Development and Reform Commission also pointed out that by 2025, Fujian Province will build more than 80,000 public charging piles, and the coverage rate of fast charging stations in highway service areas will reach 90%, laying a solid foundation for the realization of an inter-city electric vehicle charging network.

In addition, the Ministry of Finance, the Ministry of Industry and Information Technology and the Ministry of Transport jointly issued the "Notice on Launching the Pilot Work of Filling the Shortcomings of County-level Charging and Swapping Facilities", and planned a pilot project called "100 counties, 1000 stations, 10000 piles", aiming to strengthen the systematic planning and construction of new energy vehicle charging and swapping facilities in key township areas.
